The scheme has been introduced by Welsh Government to recognise and reward the hard work and commitment of social care staff including Personal Assistants (PA’s) who have provided essential care to our most vulnerable citizens during the most challenging period of the Covid-19 pandemic. Welsh Ministers wish to reward health and social care workers (including PA’s) for their commitment and tireless efforts in these most challenging of circumstances. Payment is a one-off payment of £735 for eligible full time or part time staff which can either be claimed in a lump sum or five monthly instalments. The payment will be subject to deductions for income tax, national insurance.

If PA’s pay tax at the basic rate (20%), it is likely they will receive approximately £500 net. If they earn under the tax threshold they may receive more than £500 and if they are a higher rate tax payer they will receive less, depending on their individual circumstances.

To receive this payment, your PA(s) must have been employed in an eligible role and worked nine days during the period 1 June 2020 and 28 February 2021. The nine days do not need to be consecutive days or for the same social care employer. This may include PAs who have since left your employment.

PAs can only claim one payment regardless of the number of employers they worked for during this time period.

From 17th May 2021, Cardiff Council will be writing to all employers of eligible staff. It is employer’s responsibility to identify eligible staff.

If you think you are eligible for a payment, speak to your employer.

Cardiff Council would like to receive all claims by 16 July 2021 to enable payment as soon as possible depending on the volume of claims.

Subject to accurate completion of the declaration, payment will be made by 15/09/21.
